On top of that, the jvm itself requires memory (for garbage collection, JIT optimization, JNI, metaspace, off-heap allocations, etc.), and it is simply not possible to predict how much memory overhead your jvm will need with any reasonable degree of precision. It doesn’t control permgen or stack size, which are controlled by the XX:MaxPermSize and Xss parameters, respectively. If you set the Xmx flag to 5632m yourself and are wondering why it’s using more ram, it’s because that flag only controls the memory used by the application’s heap.
